Nadia Massih is pleased to welcome Ayman Mhanna, Executive Director of the Beirut-based Samir Kassir Foundation. The war between Iran and Israel is unfolding in Lebanese territory. While Lebanon demonstrates notable competence in distributing humanitarian aid, coordinating with international institutions, and mitigating social fragmentation, Mr. Mhanna explains, it remains structurally incapable of exercising political sovereignty over armed non-state actors, particularly Hezbollah. This undermines both internal legitimacy and international credibility.
